Culver stands by proposed cigarette tax increase

DES MOINES (AP) --- Gov. Chet Culver said Monday he would stick by his proposal to boost cigarette taxes by $1 a pack, despite calls by fellow Democrats to approve a smaller increase. "That's the beauty of our democratic process. We don't always see eye to eye on the issues," said Culver. "As the session moves along here and when it comes time to present budgets and determine how we are going to pay for our priorities, that's when the tough decisions have to be made. I've made my decision."Culver spoke at a news conference, at which he previewed a budget he will deliver to the Legislature next week. He'll also outline his priorities before a joint session of the Legislature. .
